What's the point of having to add new high level contents (such as S80 and Hellbound) when most legit single account players are struggling at lower levels?
I'm legit. I'm reaching 'high' levels after over 3 1/2 years of playing...slow but steady. I would like to respectfully disagree with the OP for several reasons.
First, the content at lvl 20, 30, 40, 50.... is all fun. Enjoy the content at whatever level you are playing at, there is not logical reason to skip good content in the 40s to get to good content in the 70s faster. Enjoy the journey!
Second, those who are at the higher levels and who have reached them honestly (and there are a fairly good number of them) are the core of L2. They have worked long and hard to get to where they are. Why not give them new content? I would submit that they deserve it!
New content wea added for levels 20 - 60 in the expansions over the last couple of years as the 'old timers' were going through those levels. We see a lot of that content around Schuttgart, Rune and Goddard. Some of it, especially in the Schuttgart region, seems kind of under utilized and almost unknown to a lot of the player base.
So, in summary, I don't think it is an either/or issue. There is and should be lots of content for all the players at different levels. No need to drive off the old time core of players by withholding content for them, right?

I'm legit. Never botted a second (I'm immune to grind as it becomes more of a relaxing/contemplative past time).
However, there really aren't a lot of great places for higher lvl players to "be".
I think where players make the mistake is that they feel they should all be high lvl "now". However, unless you are "lucky" enough to be in an established guild that will set you up with all the theoretical trappings/situations where you can zip to top lvl in a month, you have to take the game as a long term past time. It just is what it is.
Having said that, we do know that NC is working on some sort of alternate rules server. We don't know when or if it will come to pass but it is a possibility. Perhaps that will give more casual or part time players a better venue for their game.
L2 was made for hardcore players however when they brought it to america they still have it for hardcore players if you dont wanna grind for 1+ years to hit endgame go play some other carebear BULLSH*T game I think they have one for the noobs out there its called
Oh yeah before any botter reply with "no, we dont need exp boost events", let me ask, will you even bother to bot when most legit players are gone?
No, we don't need an XP Boost event, and No, just because some people actualy attain high levels dosen't mean they botted.
Also, the fact that you even say the low level grind is difficult now, when they have made this game so ridiculously easy to level at lower levels now, is just confusing.
Did you even play L2 when it was a 'Challenging' game? They GIVE you buffs to 40, they give you top level buffs that drop as herbs, you get more HP/MP than you would ever need that drops, they introduced a manor system that helps those farm mats they needed, I mean compared to when I started playing, this game is a joke to level now.

Im not the one starting threads that have been discussed over and over again. All im saying is if you took a little bit of time and used the search function. You could have commented on one of the several threads on this subject instead of starting a new thread. Just because you finaly care (reg date 2004) now doesn't mean non of us cared about this subject before. It's just a repeat of the same old complaint's.
Besides I never said NcSoft cared. We all know whats up.

They are not "struggling", they are having fun.
If you cannot have fun at lower levels, no "exp boost event" will help you anyway.
Heh its true that lvling now in low lvls is sooo much faster than when I started the game 3 years ago. I mean I took at least 1 year (excluding breaks) to lvl up my first SH to 54. Now that is in part because I don't play too much. But I've now been able to lvl another SH to 53 in about 3 months...and I still don't play much (average of 2 hours per day).
So when you think about it...with these added buffs and herbs and clan oath and crap like that they've already given us an "exp event" per se, you just have to know how to utilize it :P

Why should they answer to pointless threads like this? NCSoft already has helped out lower level gamers, as well as made the game far easier for lower levels. They don't need to answer to pointless requests like this, when they already have done stuff in game. Just because your not getting an answer to your silly desire for an XP event dosen't mean NCSoft dosen't care.
to the OP. when I started to play L2 in C4 there was no such thing as newbie buffs (exept for the first char that reached lvl 6). There was no herbs dropping, you lost exp from death from lvl 4 instead of 10 and you could drop all you stuff instead of getting a death penalty like you do now (I would like to thanks the bots that I farmed brig armors from to earn some adena when I was lvl 25 in no grade on my first char).
if you find it hard now. you wouldn't had made 5 minutes back in C4.
almost forgot since interlude some skills use shots that increases the dmg output alot compared to what the skills used to do.

It's gotten easier every chronicle. I started when Teon went live. Lvl'd a glad to 61, quit the game out of frustration. Started again from scratch on Devianne (friends from work played on that server) and now have a lvl 70 sps and a WS and BH above 40. I lvl the WS and BH both to lvl 40 in january. Much easier now with newby buffs to 39 and shadow weps. Only issue I see now is that new players will lvl way to fast making it even more over whelming when it comes to upgrade costs. I know the market so it was easy for me but new players will have a hard time making the Adena to keep up with the ease of lvling.
Oh ya forgot to mention I stopped playing from oct 06-Nov07 needed a break from the game. Otherwise I would be competing or atleast dying in the Olympiad now :D
