Forget the duals and get a blunt or dagger with focus. your mostly a buffer like you said and you have a Glad. get the transformation quest and buff and transform when you hunt solo.
DC Robes is what I went with.
Blunt w/ Acumen plays towards your stun skill
SoM w/ Acumen seems to be a better PvE weapon since it does more damage on average.
Dagger is my backup weapon but it is best on below white to me mops or low evasion ones, otherwise, in the long run my blunt does more damage over time.
I have seen a lot of the 2nd armors going Mag heavy for the regen and then duals so they can solo, but I have also found that the proper hunting area helps more. You will need some type of buffer along with you to make this even worth going out and solo'ing. Actually finding a great DD is the best for you, not so good for them except for your heart heals now and again.
you say that you are low on funds, but want to use all the diversity that an orc mage offers. That is going to be a challenge since you would need 2 sets of armor and possibly 2 weps.
For the low funded WC, try and get a Flaming Dragon Skull, Majestic Light Armor, +4 Wit Tat. Hunt in herb dropping areas when you can. This is the middle of the road set up that will allow you to do what you asked for without having to spend a ton of money.
Hunt Doom knights in your low to mid 60's then move to Hot Springs after about 69. If you are strictly solo, then hunt the 1/2 mobs outside of Goddard while in your 60's.
Ideally for a WC you will want Robes and Heavy, also a Mage and a Melee weapon. DC Robe for sure. If you can't afford both robes and heavy, just get DC Robes. The PDef increase from the set bonus gives you about as much Def as you would have in light armour. For a Mage weapon, get something with Accumen as it's better for PvP. For Heavy armour, I would choose Talum or Majestic. Majestic if you're using Duals or a two hander, and Talum with a Dagger. A Bloody Orchid with Focus, and the focus buff, should give you around 300 crit rate. Then use Soulcry when you can as its static increase to PAtk adds the some pretty good bang for the buck.

Majestic robes and flaming dragon skull (accu) for pvp.
-50% stun works great on archers and you can stun with the FDS
Majestic heavy/duals for solo if u are strictly solo go to FOTD and hunt there.. 10k+ exp from a mob, herbs and a QUEST that gives you 300k exp once u r done with it! and you can repeat it too! Stay there till you are 74 (that's when the quest ends)

As another player indicated, solo and parties require different setups, but you are limited from funding them. So, expect to be less effective in all aspects since compromises have to be made. In such a situation, solo setup take precedence over the duo/party one, since you will have to survive alone with it.
In your case I propose: Armour: BW light armour. I still use it on 70s to solo. Great Pdef, cheap, and 15% casting speed. If you also do crowd control and heals, you may need to skip some buffs (e.g. a gladiator can survive without evasion) due to mana issues. Weapon: Any DD weapon: Dagger with focus, duals, 2H sword with focus. Plus, a low level blunt (even no-grade) for stuns. Between DD ability and fast casting I strongly suggest the first. You will not be able to solo with an acumen (magic) weapon. Never. Jewels: If you cant go for majestic, go for the phoenix set. They are a bit more expensive than the BO set. I dont suggest sticking with BO because A-grade jewels provide (when unsealed) an MP bonus as well. Dyes: Go for a +4STR/-4CON and a +5 WIT/-5 MEN (2 dyes). Soloing and no regular PvP allow them to be effective.
You should start from armor, then weapon, jewels last (if you solo don't pick mobs with magic attacks until you have the jewels)
