What do you want to do? End game OL's are one of the top PVP classes and amazing in oly. As a buffer though they suffer a bit. Don't get me wrong it's awesome to buff your entire clan with basic buffs, but really your mp is better served CP healing. for most fighter classes WC is the best buffer hands down. So really it's what you want that matters.
Well I am getting close to 40 and trying to get the pros and cons for each. I like the idea of buffing a whole clan, but would like to know what you all think.
The whole point of an OL is to help support in mass PVP and sieges. If you want to do that, and have a very supportive clan and a lot of mental fortitude, go for OL, and work to get to level 79 or so. If you want to have fun as a buffer and be wanted in general parties, and start having your fun in high 50s, 6X levels, go WC.
WC is a very good buffer , with excellent party buffs (physical damage oriented) . It is wanted in parties and if that can't happen you can solo effectively (extra gear for that might be needed). PvP wise, you can't really do much. A few crowd control skills (fear, sleep) and occasional drains are your thing. When you get at 78 you get one of the best buffs ingame (both for PvP and PvE): Chant of Victory.
OL is much harder to level. Their buffs are general and are only clan oriented (limited use for parties outside clan). OL's main weapon are his seals and AoE parties are his shining spot. PvP wise, OL has a lot of offensive (seals) as well as the CP heal buff. At high levels, OL get some really nice debuffs and a clan version of CoV.
Short version: They are both nice classes to play. OL is harder to level, but has in more active role in PvP (specially endgame)
Forget the idea of buffing whole clan as dominator. Thats only a secundary function at raids or sieges when ur not reached s grade yet. Buffing is still better done by real buffers. Dominators function is to do seals in mass pvp.
If u want to go dominator u absolutly need a clan that realizes the necessity of an overlord in mass pvp and are willing to lvl u. U need a clan that will be doing sieges. U need to have the mental strength to go 79 wiuthout rerolling/quitting/whining.
If you have read all the threads on OL then you should see going WC is the much better idea unless like zhanig asked if your hard core and ready to solo till 70+ or have friends that are in same time zone as you so they can help you lvl good ,cuz if not it's solo till 70+ like i stated.
As a WC you can buff anyone and thier pets so you accepted more in game and i don't think( at least not sure) if they get nerfed as much as an OL each nerf. Plus with them taking away ally buffs OL isn't much usefull for clan buffing since enough WC's in a clan and all the clan in clan partys with 1 WC easily has that buffing covered.
Go WC if ya wanna play to enjoy the game go OL if ya think you can hit 75+ to enjoy every nerfs high end nerfs .

I have a 53 OL and Im about to start a WC for the various reasons mentioned, but I'm not quitting the OL. I really enjoy my OL [IF] I can get a party. Even in my clan it's been hard to get a party, I'm actually considering leaving them, partially because of that... and other personal reasons. But even when not in parties, I can solo effectively. If I get into trouble I have heals and life drain, I can drop various seals and sleep mobs. I generally find life drain to be more effective then healing. My usual job in parties, clan or not, is crowd control, but I still melee a lot.
My suggestion is to try using crowd control in Heretics; root, sleep, seal of chaos (shaman skill? it's been a while). In a party of course. If you decide that's not for you then go WC. My preference has been robes and a mage weapon.
With an OL just start expecting not to party, I've shouted for hours with no luck, watching people coming and going.
Not having played enough I cant really give advice, I can only give my experience.
When I crowd control in parties, it is sleep, sleep, sleep. I only use the roots if it gets way out of hand. The other seals don't seem to help the party much as long as we are the right party.
Hearts are nice, but since the change where they bump buffs out, I throw that less and less except for extreme emergencies and then with the loss of the ally inclusion, that too is a waste of mana...
OL seals almost never land on high end. You'll be mainly here for buffs. For mass pvp, you'll be a CP healer (not even a terrific one, thanks to CP pots spamming). End of story.
At very high level (76-77) don't even think about solo, you cant. When a mob gives you 0.01%, if you dont have a good clan to group you (eventhough most people have their own buff pets) then go WC.
Ah well, too late. OL is fun up to 65-70. Then it becomes a job.

I solo my domi 77 and well it goes good,ofc you dont go as fast as a nuker or so but well it helps ;)
But for sure if you whanna make normall exp get a good clan.
