Sonic Charge

Just received the skill Hurricane assault for Orc Monk, it says that i need Sonic Charge lvl2 to use it. Where is this sonic 2, is it a skill that I get after lvl 40 or is it an amulet or something,

How do I use this skill?? :o (feel a right oldnoodle asking this!!)

I'm guessing you have to use the skill Focused Force, which you get at lvl 24 and 32, to charge up.
