character transfers should absolutely be allowed to Luna. The EU players who did not have opportunity to get to Franz or Teon when transfers went live deserve this chance to move to an EU server now.

Teon and Franz already had an established market when transfers began. Allowing transfers to a new server that will be working over the next months to get one set up and going would just destroy the server. It needs time to get spoiler and crafters up to supply the demand that will eventually come. Even if you did transfer WS and BH at high lvls there, it would still take a fair amount of time to get them crafting and spoiling all your B, A and S needs. No one is going to transfer in with an inventory of high grade crystals for your shot needs.

That's what NC is doing at the moment, isn't it? They will probably allow transfers in 6 months more or less for all the reasons you say. However, let's get real. Anyone who thinks it will take that long for a functional market to be established is dreaming. I'd bet that in a month from now you'll see the first S graders fully equipped.
I'd be more than glad to be proven completely wrong though.
