Charm is a "competitive skill" it is also a Magic Skill which means that you can use BSPS on it.
The purpose on charm is to reduce the "number" associated with your characters position on the mobs aggro list. The mob will attack whoever is highest on the list.
The factors which influence this skill are:
1. any skill used on the mob, with damage factored on a point for point basis,
2. heals also work similarly for every point healed,
3. debuffs and other debilitating skills have some hardcoded values which are related to the level and power of said skill.
The skill needs to be used IN COMBAT when other players are competing for the mobs aggro with you. You need to STOP attacking and then use the skill.
The limitation of the skill is in that its a single target effect. Its effects are rapidly diminished if you're fighting a group of mobs or social mobs where there is lateral or residual aggro transfer from the mob you're fighting to its social helpers.
It is BEST used to get the mob off the SR or PW if they over aggro. They must remember to stop attacking though. Works well on RB's but equally well on any other mob. Must remember its a competitive skill so if you've been critting like a @#%^ stop attacking and wait a few for ppl to match your aggro score, then use it.
Works ok for swapping out the ET/TK with another Tank if you're short of rechargers and need to continue the fight without resorting to a random zerg.

if your a PW using charm you need to get your prioaties straight.
Charm is a waste of SP. If you level charm while your lvling your chr you wont have enough SP later on when you need it.
Also if you have too many mobs on you; 1) use switch, 2) use GHP's, 3) use fake death, 4) use exiler of HP.
charm is not the same as switch, and isn't as effective. Now maybe after what he said, it may be good for a sws or tank. but as a PW or SR I wouldn't touch it with a ten foot pole.

Charm as a skill predates switch which is a relatively new skill. I admit I don't know what the game mechanic effects of switch are at the game engine level. Therefore I don't know whether it clears the aggro list when you succeed on the skill or whether it momentarily retargets the mob and it will jump straight back onto you when it does its next aggro resolution.
Switch is not available till level 46 whereas charm is available from level 20.
PW do not get feign death.
Spamming pots is not a tactic, and anyone can spam pots that was not the point of the question.
Charm skill may be useless to you, however, if you apply it within a group, be it whilst using a bow or a dagger, it works just fine, all you have to understand is how the skill works.

I switched a mob and it went from the hate tank to the mage :/
Yeah, hate it when that happens, it went from me to the healer.. oops, back stabbed the poor mob and it went into cardiac arrest. (as in, what heart??)
