well, in oly. i know the titans only have to sit out 10 min before they have to go back in. so thats using otb with a risk haste dagger. the lvl 79 destros dont look at official forums. u are better off askin in a different forum.
the shortest reuse time i have had on force barrier is 20-25 min. its less on a private server will every buff u can imagine

Well I tought since skill re-use time is based on atk-speed/casting-speed and tyrants having pretty good atk speed I was thinking about a lesser re-use time with PP buff on barrier.
To come back on topic, where do you think I should ask if it's not on official forum ?

I heard a rumor that in the next update the skills currently affected by things like attack speed and casting speed will no longer be tweaked. ie...won't be able to change the reuse time with things like a risk haste weapon BUT the cool down times will be changed themselves.
I can't recall the exact cool down time for OTB, it's like 11 mins or something like that. I'll try to remember to note it down, and post here again in a couple of months the next time I peruse the forums
