kinda a hard question to answer. you have to take into account if the person has boss jewels or the stuns are enchanted. antharas, zaken, frintezza all have increase stun chance which makes stun land so much its not funny.
I have never ever ever ever (ever?) seen stun resist or +con make a difference.

I'm a tank, with naturally high CON and even with resist stun I still get smacked up by every GoB and HS mob... and they're green/white to me.

Ah but mob stun resist is complete BS. I wouldn't be surprised if it doesn't even follow the **** rules ^_^. Saying that though, on my low con Kamael in Drac she has 28 con (Hahahahahahahahaahahahaha... Yeah). I put +3 con on her the difference is very noticeable. Then +5 is even more so.
I think the deal with stun is that it's going to happen anyway, regardless of resistance level. I used to see Orc's in majestic heavy with the stars floating around their heads enough to know that even the EE in their train isn't doing a whole lot to help them out. Still getting stunned 1 in 5 is very different to 1 in 2. ;)
This is largely why stun is considered ******edly overpowered I guess. Some bright-spark at NC probably thought that since it has a chance to break on damage, it's okay for it to land a lot. Wonder if the guy got a round of applause for this one... (A round of bullets might have been more apropriate tbh...)
Boss jewels are a different story for sure though, but then we all know how much of a mind-boggling addition to the game they are...
get zaken :D cheapest LOL. i know this has nothing to do with your question except the stun principle. but yeah you won't notice, beside mobs stun work very well. so a lil +con wont f**K them up from stunning you.

I don't mean to be rude or anything, but this is completely wrong. +CON makes little to no recognizable difference however Stun resistance does, A LOT. The trick is you need to stack the resistances.
For instance I have a 77 Shillien Templar with Majestic heavy on. With Majestic heavy and Stun Resist level 4 I'm practically un-stunnable and I only have 30 CON. Out of practically 30 shield stuns maybe 1 or two will land, if I turn on fortitude there's simply no shot in hell I'll be stunned. The only type of stun I'm scared of is a 15+ enchanted stun shot, to which I just need to turn on fortitude.
The base stats are pretty negligible as far as I'm concerned, it's all about your resistances, passives, bonuses, buffs, what have you. Also, mob stuns land a heck of a lot more when compared to player stuns, with resistances stacked up you'll still notice that 9/10 times you won't get stunned but be prepared for one or two to sneak by.
Also btw, don't go for NM heavy as an SK, get Majestic, helps you with PvP and PvE. It doesn't help you all that much with raid bosses but if you're still in A grade armor chances are you won't be tanking too many of those. We're in Gracia now, NM heavy is like... c3-c4 armor. In the age of CP pots ++CON isn't going to help you all that much anymore also root and sleep resist is next to useless out there these days, stun resist is MUCH more useful.
