It seems that nowadays according to Ncsoft you need to create a level1 charactter on the server where you are going to change name of char in order to reserve it? Then they will take that name when they have time to change your charcs name.
However, if your account is full of chars, the only way to get a new name is to DELETE another character (no matter what level) to make room for this lvl1 toon. Heres the discussion:

Why doI have to have level 1 char in account? I dont have room for one. Hypothetically, would I need to delete a level 85 char to get a different name for another char from the level 1 char I got from deleting the level 85?

Thank you for contacting Lineage II Support.
We have checked and found, you are already having seven characters on Teon Server. It is by the game design that you cannot have more than seven characters on the same server. Therefore, we Game Masters would not be able to help you in this regard. However, you "have to delete one of your present character(s)" if you want to create a new character on the same server.
Im starting to wonder if GM Kiwi is a robot gm or something (and im not talking about the bots we all love to hate)
I made a petion on Pheonix the answering gm was Kiwi, I made a Petion on Devi the answering Gm was Kiwi, now Kiwi shows up on Teon >.> auto responces much?
and if you have 7 lvl 85 toons on one account then you either seriously need to get a life or get off the bot programs >.>
No offence to those that have say those that have mutiple lvl 75+ toons from Multi Boxing or that have been here from OB
Pretty sure the gms have their own 'gm client' that simply lists all calls from all servers. Thus ending up with the same gm on different servers isn't that strange.

Pfft. That's the not unlike NCSoft. But NCWest is worse. Back when the Kamael expansion was released, Korea got two extra character slots. We didn't. (Although, I'm having difficulty finding a screenie of Korea's login screen showing nine toons.)
lol, how this is possible if the client is the "same"?
Because, as in every serious software package, there is a huge number of parameters that can change the client behavior (another it the exp rate for example).
