MP Regen is probably the worst MP-related choice, TBH.
After that, I guess Boost CP is okay.
If going from 217 to 231 recharge isn't better than MP Regen or Max MP, then I dunno what to say.
You are still low level. Mana Gain is the most condicive to your more immediate goals. You can always do another sub later (like Tyrant or Warlord) for the CP Passive. That is a factorable gain in recharge Effectiveness. Only 10 MP/Recharge less than a 74 recharge with Mana Gain buff.
You decide.
You will still die fast with or without the CP on a low level character. Mind as well get something that will help you become competitive in the future.

I'd suggest MP regen from BD\SWS as a second Sub class.
Absolutely wrong suggestion! A Necro has no problem with MP so it doesn't need any MP bonuses.
The only thing related to MP which a necro should do is to enchant Body to Mind to +1 which is easy even on level 76. It gives back 70MP per cast and it is the same till +5. I never succeeded in enchanting it to +6 so I don't know if it becomes higher at +6. I am happy with it @ +1 now and I don't intend to try to enchant it again.

I myself made a nuker first sub for the fast leveling and because of the M.def bonus at the end.
Destroyer second sub for the CP bonus and I have not yet desided what third sub to make but I will be looking for a 100% pvp bonus.
I used all low level certificates to increase my M.Def too because at this point (lvl79) I can deal with most classes but nukers.
Against daggers you have transfer pain which is doing a good job when enchanted to +6 or higher and a summon at +9 is a must.
The OP is level 75. He needs to XP, not PvP. BLABLABLAPVPGAMEBLABLABLA, whatever.
PvPing at level 75 is a waste of time. Make the Cheapest, Fastest-Level, most Economical sub you can with the best PvE boost first. Get Noble, Get Levels, and then you can level other subs up later for CP and other crap.

You cannot reliably +6 skills until 77. You cannot reliably +9 skills until 78 (and I'd not OE summons above +5 until 79+, IMO). The OP needs to XP. PvP bonus from first sub won't really do him much good. Get those later.

Yes, he needs to level but if he makes a sub which gives him MP boost or MP recovery boost how is that going to help him level up?
Simple, it won't help him at all because he will need to get his sub to 75 in order to get that bonus.
Most people (including me) leveled their first sub and main at the same time. His necro will soon become a soultaker and he will be able to get the Body to Mind increase easily. Why would he make a sub in order to get a MP bonus in 6 months? He will need CP bonus in 6 months.
A destro/tyrant looks like a good choice for a first sub. You can level 40 to 61 in a week time and you will get a lot of ancient adena from it. Which will help you with your main's equipment.
On the other hand, if you want to go to a good pvp clan in the future, make a support subclass. BD/SWS/OL/WC/healer that will benefit you in the long term because in all pvp clans people are asking if you have any supports.

You can get a Nuker sub to 75 in like a month or less with average playtimes if you already have a high 6x or low 7x recharger for the Necro.
He will get to reuse buffers, gear, weapons, etc.

Stop talking about Body to Mind. He/She will likely be CDLing a lot from 75-78 which does not equate to Body to Mind on demand. Enchanting B2M increases the HP Requirements which makes it counter-productive to CDLing. In those levels, the boost to Recharge is very good, since your MP Consumption is higher than at the lower levels due to CDL's MP Cost.
Boost CP will not help you level up, and I guess it can take 6 months to eternity to get noble if you are subbing classes like SWS (unless you have an active clan that has hoards of XP parties running daily, still shouldn't take that long tho!) and Overlord (Lol).
Getting a useless sub with a useless skill just so you get quick noblesse or whatever is ******ed. If you want noblesse go do territory wars, it's quicker. If you 're gonna bother leveling subs level something that a) you enjoy playing , b) will help your clan and c) will benefit your main with decent skills.

If you need mp use one of the subs to level a chicken, problem solved. And it's far more useful than a wasted skill.
Trensharo stop giving people advice for the love of god, you 're clueless. Drink an mp elixir every 5 minutes > 14 mp extra recharge. And once you get into your 80s on your main you 'll regret not having a useful sub skill.
You can delete subs later, and you have to get to 80 of couse. It's not like Necros are a high demand DD group class (especially now, thanks to Stigma), and Nuker groups will take a Storm Screamer before a Soul Taker.
MP Elixirs aren't > the Recharge bonus.
I have 2 subbed characters and another one subbing soon. I will never sub a support character on my main, personally.
If you want another sub skill, then delete the nuker and level another sub in its place?

Same-Archetype subs are easier to level (reuse buffers), cheaper to level (reuse gear) and in this case, faster to level.
It takes less than a month to get an SH to 75. Hardly a sacrifice.
What you need the Sub Skills for, Olympiad or something? Farm Epalettes and get UD Talismans. Who wastes their time running around ganking low level XP places solo at S80 levels?

Not all places drop Herbs, and some places require higher MP Consumption than others. Unless you have a 150 Dark Mace, half the MOBs on IoP will be 3 shots instead of 2. Ketra/Varka MOBs require more than 2 shots. CDLing has a higher MP Consumption than Death Spiking. It's a factorable gain, when you grind for factorable lengths of time.
I know what the difference between Mana Gain and no Mana Gain is, because I had another skill before I swapped to it :P It's a substantial increase in up-time.
Like I said, it doesn't take me 6 months to level a class to 75. I don't mind. I do not sub support classes. I have an OL that I play if the clan needs support. That's about all they can expect me to do :P

These are the best choices for a nuker. If you want to level your first sub fast go with warlock, they level faster than a nuker with minimal support and you can reuse your nuker gear.

you will get a nice counter sub skill on your main when sub hits 75
you can use same armor/weapon with your necro, beast ss are cheap too
if u dont have any buffer at all, you arent doomed if u make a summoner

Who cares about 2 or 3 hit mobs which drop herbs? I am usually exping at varka, solo, for about 3 hours a day without sitting down even for a second. And I am doing it 100% solo. I am only using coktails which last 1 hour each and I have never ran out of MP! NEVER! EVER!
The other stupid idea about CDLing after 75 made me really laugh. When did you stop playing a caster? A year ago? Let me tell you a secret - NCSoft made nuker skills do random damage and fail! That makes it impossible to use CDL in the long term. That skill is dead now. Absolutely useless.
Every hp, cp, def boost for a necro in pvp aspect is good. Remember that for necro it almost doubles due to transfer pain. If u want to pvp go for any cp, hp and def boost.
I personally have PP and bishop subs. I took the warrior cp boost when it was able to chose sub skills. And pbbly from the bishop I ll take the 5 dark resist it gives when I reach 75... I dont find anything else useful for me from the bishop sub, but I did the 2 subs to help friends and the clan overal.
So again in my oppinion every hp, cp and def (especially m.def boost) is good to have on necro.

Mana gain is nice... but I think summoner or bishop would be more fun and likely more helpful for those around you.

-Same equipment
-Easy to level solo and even more amazing with one buffer
-Desired in melee groups and you help clannies level as well.
-Completing this makes you a noble summoner... VERY helpful for clannies and getting to hunting spots.
-Different class feel so you don't go crazy nuking things for 75 levels and then nuking things for 75 more!
-Choice of two very nice subclass skills - spirit AND +5 resist fire/water/earth/air
(Phantom summoner or Elemental summoner works too, but you have less support for clannies)
Bishop
-Same equipment
-Not as easy solo to 75, but can be done, especially with a recharger box or chicken
-Desired in groups period.. when you get to 76+ on it, it will get you high-end groups that your necro/ST will never get.
-Very different class feel when in party... still nukes solo though
-One nice subclass skill - divine resist...
Buffer, warrior, and knight are also nice... but require differing equipment and/or not as easy to level. The only exception might be warcrier... but this will STILL be at least a melee weapon addition to level properly.
People always underestimate 5 resist... even ONE resist can be a huge damage reduction in either PvE or PvP. Dark resist is priceless in endgame PvE and PvP. Due to how the element system works you could take as much as 15% less damage on each hit due to this skill alone. The summoner bonus is more of a PvP thing, but frankly is still quite impressive.
