you have the same change pretty much with a low grade stone as you do with top..the only thing a top really provides is a chance of HIGHER valued crit/pdef/mp/mdef/patk/matk and so forth....
Skills on the hand won't be affected...
Ontop of it, they give you a funky looking glow..
otherwise your better off waisting low grade stones..
plenty of people i know get their passive wild magic lvl 10 and crit rate augments as well as other skills with those stones...
I prefer to fiddle with mid grade stones as they have a high tendancy to give me 3-4 stat changes..... double or triple critical on a malee with great.... even better if you end up with a passive critical rate or Weight limit doubleing (on a DE or LE)

Stat modifier!!! Wow. I had no idea top ls did that. That's even better than a skill for melee classes... Imo most skills are overpowered for mage classes, a +str/dex or con would be more than welcome on my sws :)

I have a nuker main & I used a top LS on my mage weapon & it gave me a
+1 INT Aug.

I got 2 from I dunno 20 maybe High/Top 80 ls
our definitoin of stat modifier is quite different..
I'm not talking DEX stat or STR stat or anything like that.. i'm talking normal stat modifiers like crit/patk/etc..... i think i somewhat stated this as i don't think anyone ever ended up with 3-4 DEX/str/ whatever modifiers on a single weapon

you can't get anything over +1, 1 ls = +1 DEX or STR or CON or etc etc
Never used a Top Grade LS cause they are very expensive for something that doesn't guarantee you a certain effect.
Having said that, if I used one and got +1 INT or +1 WIT (I'm a nuker), I'd be very very happy with that. The base stats are not very 'modifiable' in L2. Tattoos and set bonuses are about the only thing that can change them, and even then, it's generally +something, -something else. To gain a +1 to a base stat with no negative effects is awesome.*
Problem is I have just as much chance of getting +1 DEX or something else equally useless to my class. Given cost of the Top Grade LS I think it's a risky gamble and tend to just use Mid Grades (or occasionally top grades) ... you can get some pretty cool passive/active skill enchants off those.

Switch to warrior SUB, and you'll get a nice bonus!
I believe the +1 to a base stat (str/int etc.) are only an option for 80+ stones. The mid, high or top grade stones give glow effects not better augments.
