however they said that they will release at the same time as NA/EU.. My guess is that they're bound by license agreement that they can't release sooner than NA/EU but it's just my wild guess.

Let them test the bugs and whatever first, and when everything is really stable, go patch the NA servers, not before.
I bet all the bugs found on the Russian PTS will still be there on the NC West one.
1.) start a russian server
2.) change siege times to be VERY unfriendly for russians
3.) add TW to times VERY unfriendly to russians
4.) give event rewards at that times when usually no russians online
5.) ban more russian bots then NA bots (just my view when i look at my server)
6.) give russian server earlier updates
so hopefully most russians re-roll at russian servers...when they leave euro servers (where they dont belong to, cause russia is 90% in asia and not in EU), maybe the euros of NA servers will finally depart to teon/franz/luna so the NA servers will be only populated by NA ppl, which get bored like hell and quitt or which will finally have the opportunity to compete, see they suck and quitt also.

I didn't know the Russian servers were F2P? How are they F2P and they have more staff? Or perhaps they just pay less so they can employ more? How does that work over in Russia? Any Russians can chime in on that sorta thing? I mean, I think the part that takes us SO long on the NA/EU servers is the localization. We must not have a large staff dedicated to localization (at least not at large as RU or SEA since they always seem to get it first).

Ah! Excellent point. I wasn't really considering playing there necessarily (and seeing as I don't speak Russian that would be a huge disadvantage on my part LOL) but it's good to know!
Might be an ebayers dream but doesn't mean it's not a good/successful idea. :x Don't forget, the way our servers are run isn't necessarily the "best" way... Our dwindling community is evidence of that. Although their servers aren't quite as old as ours so this little social experiments outcome is yet to be seen :P

Or, more accurately, get the "finished" product that's still loaded with bugs, then have to wait for Korea to fix it a week to several months later before we even get the hint of a fix coming.
I mean, you're talking about a company that knowingly introduces bugged content into the final build of an update, then are actually surprised that the game population reaches said content to find it bugged.
This is utter madness. Just imagine, you spent 2 hours plus tons of shots and potions to take a castle, then, when you want to engrave your name on the Holy Artifact, the Seal of Ruler skill doesn't work.
What NCKorea did with simply locking up the door to the Tower of Naia after NewStart had killed Beleth in 20 minutes might be explained as a panic reaction (see here (http://www2.elliebelly.net/index.php?name=Forums&file=viewtopic&t=677&start=270)). But to knowingly and with a polite apology publish an update where a feature that worked for years is suddenly bugged is totally insane. The only reason I could imagine is that the Taiwanese absolutely wanted to beat Mainland China, which has announced Gracia Plus for October. One should have thought that after the Kuomintang won the last election such silliness is a thing of the past.
