We don't know if or when there will be another event with the opportunity for a top hat. However, if we look back at what has happened in the past, I would suspect that your odds of getting one are not good.
It was maybe two or two and a half years ago that we had an event which gave red masks. People got so many that you could pick up piles of them in the Giran warehouse. They have never been given out again. Those of us who were greedy packrats and filled alt warehouses with them are now selling the for a mil or more, as we dribble them out into the market.
So if top hats are done the same way, you may never get one since they aren't tradable. They may just come out with new, ever better, hats. But there are differences, too. Top hats were hard to get, red masks easy. Masks trade, top hats don't, so perhaps my analysis is useless. Or actually less than useless since you, dear reader, wasted time reading this!
