There is a Territory War signup error for Shuggart territory at server Sayha (or currently Kastien).
Don't know if other server is having this problem, but when I sign up, the number of mercenary that signed up still appear 0.
I tried it like 7-8 times, all went back to 0.
Last last week, which is the previous territory war, similar problem occured for Heine.
Same thing happened on Aria a few months ago, I petitioned it along with many of our clannies, and the GM waited till after TW started and just told us it was too late to sign up. Complete douchbag of a response, needless to say we rated that particular customer service interaction low :P

I hate responses like that. ^^ I try to have faith in their help--but the in-game petition system really doesn't set well with me. I got a bogus response last night that ticked me off.
Submit help requests through the support website. That's the best thing you could do to get a human response, imo. I usually rely on that and it seems to work alright.
Unfortunately there's usually a 24/hr response time for a help ticket and immediately issues are supposed to be handled by in-game support. But this company lost their ability to provide said support several years ago.
Yup, it's an old bug which has been around since the last expansion - sometimes one territory (not the same, it is random) simply does not participate in the TW, you can't sign up and when the TW starts, the area around the castle is not even a siege zone.
Lots of people have petitioned or written support tickets, nothing has been fixed so far, the only (silly) answer anybody got from a gm was that the TW did not happen because the catapult fortress was independant (not in a contract with the castle), which is complete BS (TW always happens, whether there is a contract or not, it is simply a bug if it does not happen).
