The command /target targets partially names too?

I mean I used /target XXXX to target my favorite mats seller and today it suddenly targeted XXXXYYY instead of just XXXX.
I thought it is supposed to target the exact name. Is this a bug or feature?

It for NPC names like: Sir Cobalt Hobalt if you write /target Cobalt it will target it. However I don't get where this feature could be used oO

EDIT: just tested this feature and it perfectly works on players/mobs and NPC's and ME! You just need to type with capital letters
Right -- it works but it's case sensative...
you can use it to find the preist of dawn in town by doing /target Dawn
or you can get those pesky gatekeeper names you never quite remember...
/target Bil in Shutgaart or /target Tat in goddard...

you can use it to target your friends without typing full name.
you can use it to target mobs if you chose to type instead of macro it...

it works pretty well in most cases.
however, i guess like with all ideas there are some exceptions.
However I don't get where this feature could be used oO

It can be used for a macro where there is a limit on how many characters can be entered into the text box.
