Steal Divinity now has a chance to steal 0-7 buffs.
Buffs may resist the steal if they are high level (enchanted).
Effects that prevent buff lifting (cancellation) now increase the chance at which the buff steal fails.
It will certainly be interesting. Just remember this... The Hell Knight has 3 cancels (yes lol 3). These are resistable by buff cancelling resistant effects. How often do you see ToD, cat ToD, or Insane Crusher get resisted?
Also when people use cancel daggers how often do they not cancel buffs? On top of the debuff vs resist changes, this will be a very interesting update...
It depends on where the tank is PvPing. In Olympiad most people have Olympiad buffs which aren't OE'd, so the landrate of ToD is very higher. If they are PvPing a Doom Cryer with Chant of Spirit and OE'd buffs, it isn't as high (it doesn't take max buffs as much, for example).
Outside of Olympiad, most people will have Chant of Spirit/Arcane Protection and Prophecy, so the landrate of cancel shouldn't be all that excessive. Also, I think ToD is a physical skill (Correct me if wrong), unlike Cancellation and [I'm guessing] Steal Divinity.
Touch of Death is also a 78 level skill, and I don't think Steal Divinity can be Over-Enchanter - again, unless I'm missing something. Max level @ 72, no?
So, it depends. I also believe they locked the reuse at 15 seconds, and it cannot be reduced by reuse buffs/songs/epics like Frint, etc.
The locked re-use never happened from what I'm told from the Koreans (but they're more butt hurt about DB's getting skill robbed) but who knows for sure I guess.
In oly even against an uber 85 Domi I've seen 79 SK's consistently cancel 5 buffs every time. They then lose but ToD is beastly. Same with the cancel dagger. In mass pvp, even with Arcane, Prophecy, and Flame Icon the lad rate of ToD and especially Insane Crusher is brutal. Daggers also seem to have little trouble removing buffs if they swing for long enough. The skill level is probably the only thing of concern though, you're right.

You're still ignoring the fact that most people in Olympiad use +0 buffs.
I think most of us know it lands a lot in Olympiad. I just said that and gave reasons why.
And just because a Dominator is uber doesn't mean it has all its buffs Enchanted. Most buffers don't Enchant their buffs. When was the last time you got a +10 Wind Walk, Zerk, or Shield from a Dominator?
Skill should have been like this since it was put in game. That's the way Cancellation works, and if you have OE'd buffs on your buffer + Arcane Protection and Prophecy you can run to Arena to test it.
I don't know any DC's/Dom's who fail so hard their buff enchants are not at least +10. Especially at 85. Besides there's no 'question' here as to whether or not the skills were enchanted or not. They simply are.
I'm not ignoring anything. I made the point that cancel lands on enchanted skills and defensively buffed chars.
You can't OE Improved Buffs, and I don't know any WC or OLs who buff single buffs in place of Improved Buffs just cause they can, and cause the single buffs are OE'd. Most players will not OE buffs that are part of a combo.
Those are canceled off easily because they are the same level or lower than the Cancel itself (70-74 Learn Level), except Domi Imp Magic.
Lots of buffers don't OE their buffs because it's easy as hell to rebuff with a group or clan buffer. Don't see how a player is fail for not wasting SP/Adena OEing buffs, when there are tons of other skills and passives to max out.
In any case, the tank example is terrible because no other classes have Cancel skills above level 74, anyways. It's a solid outliner.
Cancel often takes of less than max number of buffs, and can fail completely. My sub is Mystic Muse. I've tested it on my SE with Arcane Protection, Prophecy of Wind, and some OE'd buffs.
MP is the reason high-end buffers enchant buffs. When you're pvp-ing for hours on end, hoping around to different castles to make your presence felt, it's a big deal.
Well we just have to see when it comes out. People who put up their Angelic Icon or UD's in tank v tank/tank v uber dagger fights still get these buffs cancelled by cancel daggers simply for not spamming fishing pots + HB pots. Buff cancelling has always been rather vague tbh.
There's no way of knowing until it happens. It goes live in Korea soon. We'll see then. :)

By this you mean an SK can use ToD TWICE in a 5 minute period. Seriousloy why are you even comparing ToD to SD. SD is arguably THE MOST ******ED skill NC ever implemented.
Let me ask you something, can a cancel dagger strip every single buff it's opponent has in less than 30 seconds? Can a DA, SK, Sorc, or SPS?
As soons as people realized how OP Soulhounds were a train of rerolls followed. This is a much needed nerf that really doesn't go far enough, I can't wait for the QQ and mass exudus of all the chickens.

L2 is a buff dependent game. anything that removes them with ease is almost impossible to balance.
Look at the spellsinger before it was nerfed. cancel was a huge asset in pvp, and was almot an auto-win for the class. NCsoft saw the problem and nerfed it.
then we get the hero pole. this isnt as annoying as there are only 30 something of them on a server at once. however, i doubt ncsoft designed the hero weapons in hopes that every single hero took the pole. imo they should only allow you to take the weapon you have 40+ masteries for, but koreans dont pvp so it wont ever happen.
then we had buff cancel pvp effects. initially the polearms had this effect, then it was removed but ncsoft left it on daggers, why? no one will ever know. lets leave the most annoying skill on the fastest used melee weapon in the game. now the dagger is being abused just like the hero wep is and ppl without masteries use them for buff canceling. NCsoft is now changing this in freya/high five that the pvp effect only works with 40+ masteries for the weapon (or so i ehard)
then kamaels get a buff stealing skill, that lands practically all the time. and you think the nerf isnt incomming? ncsoft has failed with every single iteration of a buff canceling skill in this game, and the kamaels are no exception.
the new mode of how buff stealing is calculated looks fair though and doesnt seem to be a full nerf. they may actually succeed in balancing the skill.
but as trensharo pointed out, buffs in oly from the npc are +0, so they will be taken regardless which doesnt fix anything in oly.
1. When will this supposed nerf be implemented? Will it be the very next update. The one after that or the one after that?
2. People were rejoicing a month ago when they heard the re-use timer for steal divinity was changed to a static 15 second timer.
3. Now there are rumors the 15 second static timer did not make it to the update.
4. Each update takes about 6 months to a year before it hits our NA servers.
Advice, instead of crying about a single skill, learn the weaknesses of a class and simply take advantage of their soft spots.
Even if both of the proposed changes were to make it to the NA servers, it would not change the Soulhound domination in Olympiad.
The Soulhound domination of Olympiad is the main reason why ppl cry nerf. Usually a STACKED Soulhound or 2 domintates a server and then the rerolls start, along with the nerf cries.
For example you had Cadman, Bangkok, HongKongFooey and a few others domintating Oly on their respective servers and then the wannabe trains start.
This class is not as easy to play as most think. Many people figure that out once they hop on their lvl 80+ Soulhound. These people find out that the class is very fragile. It is not as easy to play as they thought.
Some problems the noobHounds run into are the following:
Mana burn a soul hound. Stun a soulhound. If you see a soulhounds runspeed drop to a slow jog, kite away, they just hit their 30 second UD. Learn 2 play people. This is simply a low con class that is easily stunnable and has a low hp pool.
QQ less on these forums and direct that energy into learning how to become a better player.

I would say these are viable, but oops they have lightning shock/barrier. Soulhounds just pooped in my kool-aid :/
If a male sh uses UD, he can still use rush/lightning shock and try to get off a para before you get out of rush range.

3. If the Nuker was trying to be smart and saved Enlightenment for after the buffsteal - Nuker Buffs Enlightenment
4. Kamael Uses its UD/CS type skill and sits there waiting for SD to come off cooldown
5. SD Up! Kamael steals Enlightenment and everything else the nuker has. Fight over?
Unless the Kamael is dumb, they should have an 85% win rate against mage classes in Olympiad.
A class doesn't have many soft spots when it is fighting buffless opponents. The only classes that have a decent time with Soul Hounds are those that can chain stun and/or those who have para resist self-buffs (like Lionheart).
But even then, chain stunning Soul Hounds is possible, but only wholly reliable on FoTM reroll Soul Hounds who leveled to 81+ to kill classes they can easily roll in Open Olympiad. Probably with no Epics and half the time no stun set to put on when fighting the stun classes.
It doesn't take skill to buffsteal, but everyone needs to L2P to counter the easymode? Seriously. ****.

Oh, and I wouldn't say Bangkok was dominating Olympiad when he was on Bartz. Tanks didn't have that much of a problem with him, neither did other power classes, though he did win more than many others.
There were at least 4 other main, live played Soul Hounds on Bartz at that time.
The only difference between him and the others is that he got his Lightning Barrier book before it was nerfed to level 83 (the actual book that used to drop off raid bosses), but Soul Hounds didn't need that to win against 90% of the people in Olympiad.
There was JianFe (or whatever), Bangkok, Evoria, PrideOfKamael, and another one that was in D7 (name started with a J I think). Later there was Leamak Olympiad was [figuratively speaking], filled with Soul Hounds.
When you do 10 matches and get a Soul Hound for 7 of them, come back and talk to me.
With the amount of TW nobles going into Olympiad these days, it doesn't take much skill to farm points on this class. You just have to choose your "time of hte month" wisely.
