Sace I know there is a lot of testing going but October 5th is now less then 12 days away.
My question and heard rumors fly around that the cap on the cost of the clan halls at 2 billion will be lifted after the merge to "allow bigger clans to get clan halls".
I have no clue if this is true or not that is why I am asking. If it is true then your not giving legit clans enough time to round up the extra money over the 2 billion we already paid for clan halls to have a chance at another one.
Can you please ask the QA department what the max on the clan hall will be and so we can confirm how much adena will be needed on hand for it?
Also there was a problem last merge when a lot of the clan leaders did not get their refunds prior to the merge and effectively could not bid on the new halls and lost out.
If only one more maintenance period left before merge this would have to be done this coming Tuesday or else more problems are incurred.
I look forward to some serious concerns being addressed.

Since you have not posted as of yet I am guessing some aspects of the process is awaiting final decisions. As you are well aware no matter what method you use to decide who will earn a clan hall, there will be some players who are happy, and others who are not. I would humbly ask you to take into account the below considerations:
L2 is an (ultra) competitive game. Clan halls are part of that competition. By merging 3 servers into 1 (Euro) and more for US servers there are sure to be 10+ bidders available for each clan hall. So how to FAIRLY decide who earns the clan hall?
1. Provide the current clan hall owners an ingame item which is required to place a bid for a clan hall. With a server merge, loss to existing clan hall owners should be minimized as they are the ones being screwed in this process. Give the current owners first option for bidding.
2. Open up the bidding. This is the NATURAL part of the bid process which is being artificially restricted. At one point in time 2 billion was a reasonable max amount for the clan halls. That point in time was.....4 years ago. Back then it took a clan working together to raise that kind of adena. Now EVERY competitive player can, as an individual, raise that much. A single weapon with 300 attribute, a single baium ring, a single valakas necklace, a single antharas earring....all worth more then 2 bill. There are literally enough INDIVIDUALS (using alt clans) who can bid 2 bill on a clan hall to have 10+ bids per clan hall.
3. Raise the minimum level requirement for clan hall bidding. An individual player can make a level 5 clan in 1 day easily. It takes time and group effort to make higher level clans. L2 is about building clans so perhaps base the bidding process on clan level? If multiple clans bid on a hall then the next tie-breaker after bid amount could be clan level.
4. Consider the active players of the clan? Perhaps compute a formula to determine how many active players a clan has and allow that to be a factor in determining who wins the bidding process.
I don't envy your role here. No matter what process is used there will be another uproar because MOST people wont be able to get a clan hall. Just please try to come up with something fair, and consider the loss of those who already earned a clan hall and now lose it in this merge.
1. Is decent, but will still have the Highest Level clans who have alt clans with Clan Halls bid higher then actual legit clans, who actually use them.
2. Absolute fail, the one with the most money gets the most clan halls. And will only use it to sell it for RL money.
3. Absolute fail its not hard to create a high level alt clan these days. Any high level clan, has several LVL 10 clans.
4. Would be the best option and honest option, to evaluate each clan owning a clan hall.
Still a choice will benefit the allready powerfull, which will make the lower ones complain. Or it will be the otherway around and higher clans will complain.
1. some of the current clan hall owners only got them because of how previous merges where handled. Many current clan halls are owned by clans that no longer exist/have merged with other clans/cl that got banned/etc.

3. makes the most sense to me but there are equally lvl 5 clans that have been around for ever they just dont focus on lvl there clan.
4. most logical, so long as its active players not 100 toons being logged in from same ip.

Maybe another suggestion then in the interest of fairness and ensuring the REAL players benefit from the clan hall, and they are not acquired to be sold for real life $$ is.....
make the clan halls non-sellable for ?1 year. Right now many potential bidders have no interest in using the clan hall as...a clan hall. The sole focus of their interest is to buy the ch with the 2 bill cap, then make "on the side" deals to sell the clan halls immediately for 20 bill+. Of course the extra 18bill comes in the form of cash or, even if it is adena, this process basically exploits the ingame 2 bill max clan hall bid limit.
Two other suggestions would be:
1. Raise the weekly maintenance fee. Right now it is ?1 mill/week to "maintain" the clan hall. Again that price is EXTREMELY outdated. There are single players who hold "dead" clans and just throw 100 mill in the clan warehouse and it sits there unused. Make the fee 100 mill/week. That way clans would need to work together and contribute to keep the clan hall and it would not be feasible for dead clans to keep their halls.
2. Just like the weekly maintenance fee is monitored (i.e. you must pay or you get a warning week 1, and lose the clan hall week 2) you can put an activity meter in the hall. Let's say ?30 players from different IPs need to use the clan hall manager or the hall can be forfeited. Again the interest here is for ACTIVE clans to keep the halls, and not 1 person with $$. This idea may be challenging to implement but some brainstorming can be done to get the same result in a some form.
Again...main idea is to allow the clan halls to be taken by active clans, not by single players to get rich from, nor should the halls be allowed to sit and remain inactive.

100 mil a week are you on drugs? It is not always easy to gear up a clan if your paying out 100 mil a week too geez reality check please.
100 mil is not ridiculous, if the winning clan has as it is supposed by the bidding rules 100+ different bots can raise that in half an hour from full drops alone. Well, at least in Franz prices last month, but I suppose in other servers will take them an hour or about that. That will make clans keep only those CH they will use as CH and only as long as the clan exists to some extent. There are clans with 10 bn in cwh which is not a big amount at all for them and that will last 100 weeks or 2 years after the leader got banned so the clan hall is locked down even at 100 mil rent. That is not a very often case, but it is very likely to exist.
100 mil should be a good rent for top grade CH, lower ones could go for 50 mil or so.

P.S. I wish it was only 20 bn to buy a ch, even if it was so, the amount of players and clans and money will double and even cvintuple in the case of NA server, prices will go up at least by 100%.

The only kind of "reimbursement" I am asking for is the clan hall in Rune that my clan lost upon the previous merge (after which the remaining clan members began to quit the game en masse, since it took us forever to raise the funds to get that clan hall, and we could not stand that sort of blatant scam performed by NCsoft itself).
Something based on clan level + currently owning clan hall sounds good, insane amount of adena doesnt.
For a clan to be high level it takes alot of people and time, so in alot (certainly not all) cases it helps to get the clan halls back to the clans that have the most people and put the most work in and are... more important clans for lack of better words. Also harder/rarer for alt clans to be high level. Its something that could help anyway. A perfect solution is impossible, but the closer the better and anything to help it be fairer and sensical is good.

i get what ur saying, i remember how hard we worked for the money for the clan hall and at the time it was a real sense of achievement, that isnt the case several years on. Im not convinced they are terribly important now - there importance is what ? why would not having a clan hall = end game ? im not arguing with u just genuinely interested to know what u consider is so essential in owning a clan hall ?

Most of those A graders with the clan they levelled themselves (not to be confused with the one your clan bought) know more about the game than most of your clannies because they have spent more time in game.

Do you really want to bring game knowledge on to the table? I am pretty sure you'd get destroyed. If those people know so much about how the game works then why are they so low level? Why are the continual amount of threads on this forum crying about how hard it is to level, how their class is gimp, how this and that needs to be nerfed?
