If you are unhappy how NCsoft has thinks if will fairly distribute Clan Halls, you can express your opinion in several ways.
1. Make lots of discussion about this in forum. It won't be spam, it will be healthy discussion....just try to create A LOT of them.
2. Petition like mad.
3. I don't care if this works, but lets show NCsoft something about unfair conditions in a certain "sector" so to say.
4. Again, don't spam, but "discuss", like you have never discussed before.

Unhappy due to lack of refunds for previously owned clan halls in order to have the required amount for a new clan hall.

my only concern is 65%?
that's a hefty chunk of Adena they are Steeling from big clans.
why not 100%?
what else do these clans get back?
your entry fee is 5 billion Adena...
takes a lot to scrounge that up for a non Epic clan.
does that mean non epic clans will take preference?
i say Assassinate all big clan leaders to avoid conflict.
