Real Target: The enchant power has decreased.

Anyone know how much it would be decreased?
For now RT+30 def decrease pdef of target by 30% with 100% success rate of this skill.. which is quite insane.

RT +30 in HV Part 3 is 10% decrease.

for a 100% land rate skill? not really, dont forget you still have the ranged debuffs to it too unlike say stigma.

"# The success rate for Abnormal State has changed to Maximum rate 90%, Minimum rate 10%" might also apply to real targets landrate..
