The description for Dual Dagger Mastery is "When Dual Daggers are equipped, it increases physical attack by 87.5 and critical attack success rate by 5% (not sure I translated it correctly with the success rate thing, since I have no clue about daggers)." It doesn't say you need the skill to equip the weapon. Plus, I'm sure if the 76-80 daggers in Korea couldn't equip it, they would've QQ'd about it already lol.

Anyways you should be right with your assumption about their Q.Q if it wouldn't work like you said.
What about the capes? Is there any lvl 76+ cape to fit or players will be forced to use the armors without them till lvl 80?
I don't see anything about s76 capes. I would assume you could wear a cape on the dynasty; but like all other armor/weapon that are higher than your 'expertise', you would get a penalty.
So they will either have to lift that restriction, or have dynasty daggers be an S76 item that you can only equip at lvl 81. What they will do precisely, I guess you 're gonna have to wait till tuesday to find out
This is so funny to read, you obviously have no experience with dagger classes. Dual Daggers are better for PvE but worse in PvP, there would be absolutely no PvP related boost for lvl 76+ Daggers getting Dual Daggers.

Agree. And even if upcoming skill for dual daggers (forgot the name) IS powerful and worthy, you will need to hit 83 to learn it.
So indeed, no PvP boost for dagger class via dual daggers earlier to equip.

Correct. Currently, the dual daggers themselves (i.e. the item description) state that you can only use them at lvl 81+, i.e. even though they are currently S80 items, you cannot use them at lvl 80. So if the patch notes are correct (they state that except the S80->S change "no other change in the item stats" will happen), we will end up with S grade daggers that you need to be lvl 81 to use.
