Since the PTS is updating part 1-4 as one package does that mean theres a high chance of live servers getting part 1-4 at once also?

.......what is the sense to make a pts with part 1,2,3 and 4 and get life just part 1,2 and 3?

Traditionally, PTS and live launch are always the same versions. It wouldn't really be a true 'PTS' if the live version is different. So yes, the live launch will include High Five parts 1 through 4, same as PTS.
