I think it was a 30% on lvl 81, but could be 20% aswell.
IF you do all 12 quest on 83 you get 24%. each quest 7 signs used to give 52mil now it gives 25mil.
They nerfed the amount of exp you need from lvl 79 > 80. Meaning if you got the same amount of exp on the quest as before you would reach lvl 80 in no time. This was not the intent of NCsoft, so they nerfed the amount of exp you got on the first epic quest so that it would equal the % of exp gotten. So you would get 30% on the quests before and you get 30% on the quest after High Five. So if you still need to do the quest, Do it before to get more SP out of it and dont complain afterwards.

did they reduce the xp needed from 80+ or just until 80?
because curently there is more than 2 bil xp required to level after 79, so getting less than 200 million xp is less than 10% past 81.
they sort of implied it would be between 10 and 20%, i have been under the impression it would = about 18%...
but they were certain it would not quite match up with the xp awarded for the initial epic quest.
Yes, the total exp amount obtained from the 79 epic quest is decreased. Nevertheless, with the decrease in exp needed to go from 79 to 80, it will still be ~30% for the 79 epic quest. However, you'll get less sp in total in hi5; as the exp/sp is proportionate.
E.g. for the first quest.
Current - 52,518,015exp / 5,817,677 sp
Hi5 - 25,000,000exp / 2,500,000 sp
