I am afraid that this won't work. Despite summer / declining population / levels increasing almost all instance zones are perma busy / maxed.
I guess that the stone drop rates % spreading out made lots of players (?) camp the NPC's. Though I have to admit that I find it very weird not being able to enter even if trying for at least 30 minutes even if it is very late at night or very early morning.
Past times you could enter any time. Nowadays, you can't enter even when server population drops to its lowest daily figure .. Maybe it's the double drop rate maybe not. Time will tell. Imho that's a sign of "programs" returning. Old times three was far away / deserted places or Catas now instances give an even safer and more profitable spot.

On Topic, fro some very easy, pretty fast and decent XP just join GC Lower parties. They shout all the time for DD / BD / WC / Stigma. Just join them. Personally I disagree with that kind of brain dead easy XP but since the place exists ..
You ll have a hard time to get the PP inside the group, all want DC + Stigma, prefferably boxed. Check destructor's posts about PP in Korea and the reactions here and you will figure out why ..
den of evil is very poor xp imo. Silent Valley out of aden is good for solo, or top of Giants Cave to get some stone drops too. getting both into a lower gc party is good if you can. lower mos drops pots and mobs respawn fast.
