Bartz and PTS always shared hardware so bartz always lagged when they were working on the PTS. I am not sure if Chronos is using the same hardware but I would assume so as Bartz was always located onsite of NCSoft.

Sace already stated that Chronos is located in Dallas, TX. NC Soft West is based at Seattle, WA.
I'm guessing PTS Bartz is near NC Soft, in Seattle, but I've not got that info, I'm basing this on what you said that Bartz and PTS shared hardware...

NCSoft used to be based in Texas where Bartz was located. NCSoft has recently moved its headquarters to Seattle. Bartz location did not move with them, nor did the PTS. Nor did Chronos.

yes not everyone gets it not even all my open accounts get it, but multiple people on different ends of the US and even in dif countrys all get lag at the same time and separate times. 3 ppl in a group w/ all have a 30 second feeze meanwhile my 2box is running perfectly.
i would say 60% of people i know/have talked to have been experiencing this.
All servers (not only Bartz) experienced lag when PTS was tested from NC. Maybe it had to do with the total bandwidth? No idea really. Fact is that PTS is probably closer to release.
It's all related to the quality of the provider.
Good provider with interconnects at nonsaturated levels with almost everyone else -> nobody has network issues, well except ppl that saturate it at their end, bad (cheap) provider connected with only a few or only one (not major) backbone, or not even that directly -> delays for the packets, freezes and disconnects when the route changes (frequently).
For example, many ppl in Germany had problems with the EU server a few weeks back, some couldnt even login at all for weeks, some in UK had DC every few minutes, I had a few days freezes for up to a minute coming and going, all seems to be sorted now at least in this part of the world.
