I do not know much about the difficulty level of the campaigns nor the reward level. I think that will be something that players will have to see for themselves.
Thanks for the info Yidao. Have the campaign quests ever worked in Korea? I am wondering how it works since I would assume that it will be practically impossible to do them since high level clans might just camp them and kill anyone trying to do them as well.
The lower level campaigns do work in a way. Kwondoh made videos and there are walkthroughs on Inven.co.kr.
On kwondoh's videos you can not see players trying to kill each other. This might either have something to do with them being civilized Koreans, or the Starter Villages are still peace zones where it is impossible to kill another player.
What does not work is the endgame campaign, "Destroy Shilen's Creatures". It should get started on Wednesday, Friday, Saturday and Sunday at fixed times for anybody of lvl 95 or above, no matter where they are on the map, but this does not happen. My personal theory is that the problem might be that here you do not kill specially spawned quest monsters, but the regular mobs around the Forbidden Gateway.
But even with the campaigns which technically work, the Koreans are not happy. They start late in the evening at 22 o'clock, on Monday and Tuesday even at 23 o'clock. That's not convenient for people who have to go to work on the following day.
Another thing that makes the players unhappy is that all campaigns except the one at the Forbidden Gateway start at random. You stay up until late at night, only to find that on this day there is no campaign.
And the quest monsters are far too few for all the participants.
The rewards, on the other hand, are not bad. For those who make an extraordinary contribution toward the target number of killed monsters, found jewels etc., there are King's Marks. Those you can exchange for example for Blessed Scrolls of Resurrection (which have been removed from the Merchant of Mammon's sales catalogue), or, even more important, Unbinding Scrolls. So people undergo the hardships :)
@Elmar, what are those 6 items in the first screenshot with the rewards listed ? looks like those are tied to your class ? they're next to the two unbinding scrolls..

Mages disinfecting the area with AoE nukes, taking the easily killable quest monsters along as collateral damage :D

Update:
With today's maintenace additional, earlier times have been added, and the random starting principle seems to have been abandoned for an "always principle". At least the words ëë¤ íë¥* ("random probability") have been removed from the starting times: http://lineage2.plaync.co.kr/board/update/view?articleId=466894
There is nothing in the text about the lvl 95 campaign either. On the one hand this means implicitly that nothing has been changed there (no additional times, no changed target numbers for killed quest monsters etc.), on the other hand they probably don't want to draw attention to that failure :p
Ultimately it's this bugged campaign which is responsible for the problems in the Hall of Orbis in a major way. Just think about it, if the lvl 95 campaign would work, then people would be 4 days a week, 3 times per day in Shilen's Altar, out of the way in their own one-party instance. The mobs in there are mostly Human and Angels, so Tyr Warriors still won't be able to use their Spirit of Hunter/Slayer skills, but at least they would be able to get to their targets on their stumpy little legs without big bad mages nuking them away in front of their nose :)
