Data center maintenance is causing an extra 2 hours of downtime.
All characters' vitality will be refilled. A vitality refill will happen with every regular weekly maintenance.

Means they are most likely working on stuff that they normally don't work on during the weekly maintenance. Hope that clears it up for you... like it matters what they are actually doing for those two hours. We will log on as soon as we can and start grinding with big happy happy joy joy heard all over Aden and Elmore.
It's just really really hard for me to understand how fewer servers and fewer players require twice the time when maintaining the servers. :)

For people to whom this would matter, a Data Center is a place where information is stored and processed. A simple way of figuring it is imagining a huge place with lots of computers, mostly without screens attached. Some computers there have your toons information as well as everyone else's.
Such a place and it's computers need some clean up to be done once and a while. Clean up as in cleaning the floor too. Data Center Maintenance could be some cleaning in the place where machines are stored, as well as maintenance in the way things work down there.
Although Data Center Maintenance doesn't happen that often, they are kindly periodic, although their period could be some months, depending on what is done during a maintenance (could be simple check-ups or complex fixing).

That's truth. Also, when applying a huge update or making a major change, everything is bound to the size of the change applied. GD changes lots of things. E.G. Maybe the way toon's data is stored changed, so toon's data will need to be adapted, something that probably didn't happened between Freya and High Five.
Engine is upgraded too, this could bring updates to the server as well as to the clients themselves.
Last but not least, big updates or changes need more time to assure everything is ok. It's not like NC will just run a script over the Official Server and let us in without checking if everything updated fine.

Also could mean that they are replacing a fan on the server that is running at 90% instead of 100%, the network cable looks old and should be replaced, the back up server memory went bad so we need to replace it, etc etc.. Data center people like to have 100% uptime and try to squeeze in hardware maintance during planned down time.
For the extended time on normal maintance, I thought that had to do with the extra services (name change, sub sepperations, gender change, etc) taking a little more time since it is an extra thing to do.
