So interesting thing, that also me and another peoples can connect to ruoff. Its site totally disappeared from google too and u can't connect to it, if u write its link name, what happened?
Yep.. mini thing we don't get here at NA/EU.. A very good amount of players.
NCWest could try and get some lessons from Innova...curious fact.. the only places where LIneage II doesn't grow .. is NA/EU... 1 Country alone has more players then 2 continents... and I'm not even bringing up Korean numbers..
Site and forum crashes happen from time to time. And answering to New Beginning, Russian company has license for l2 on the CIS territory (afaik). It has 14 (i think) servers atm and NC Korea send updates and fixes for l2 on a regular basis (just like for our servers).
If all that means "private server", then I want NCWest to be private too :)

Was Ruoff actually just a private server? If that's the case, LOL! People talking on this forum like it was something real.
if the other posts weren't clear enough.. Ru OFF is real licensed and covers Russia & basically anyone that is willing to make the effort to be able to play there as long as you pay them (inova).
