If that's true then think how much WIT Elf's can reach and who care about INT from my 7 years of experience playing SpS WIT > INT when we r talking about PvP, and Elfs not only have the highest WIT but they even take a racial passive that increase their C.Spd even more! :D

From where do u know that? Can I see proof that D.Elf Feoh Wiz can have 1999 C.Spd just from buffs? I hope u dont speak about some self-buff that increase C.Spd for 30 seconds ala-Enlightment.. and even if that's true for PvE dont forget that inside Oly u wont be full buffs so the C.Spd of a D.Elf Wiz will be **** compare to an Elf and that will make the difference along with every other bonus WIT gives ofc.
now they will had almost the double of that(well triple in most cases)
so its not about the casting speed but m.evasion m.critical m.accuracy
I am sure that in GoD stats will not be calculated same way as now in h5 and as I guess u were just assuming things u dont have proof and cant say anything for sure.

When u show me 2 photo, 1 Elf & 1 D.Elf Feoh Wiz both with same gear/dyes/buffs with open stats window and see that both have 1999 C.Spd only then I'll say that u were right until then this images doesn't tell me anything and for sure u cant prove that both race will have MAX C.Spd at the end game.
