I'm sorry I would of meant "Top", thought people would think about this a little more.
It's really on how you play it and what you are fighting and your gear and so on. Really almost any class can be a really bad *** toon in a fight... asking what is top or best really is impossible to say... I played a PP which is a support toon and i had crappy gear but 1 on 1 in oly i could still win a fair few matches against certain toons, but than i would have my *** handed to me by others... there is no answer for best or top in this game. And yah, in like.. 44 hours now all the info really does go to hell in a hand basket and for all the looking at the description on skills we can do, it's impossible to know how well each will do in a fight.
Unfortunately not to be rude but it wasn't the best question to ask, but assuming you are new to the game i guess its logical to ask.
However, lineage 2 is a PvP based games, all classes have there strengths and weaknesses. Depends on your play style more, if your a solo gamer and are worried about defending yourself in PvE, or if your a group player who likes to gank, if your more worried about endgame pvp as solo or group, it all depends really. However all classes can hold their own if played right and depending on the opponent.
Summoners can be pretty lethal in PvP and have easy solo-abilitly. If you play a archer class, be prepared to get you *** handed to you in PvE and PvP at lower levels, at higher lvls if you rough it out are quite amazing class. Nukers kinda the same thing in the lower levels, if your looking for a brute warrior class go for a Orc Destroyer, they **** in damage but the downside is they are slowwwwwww. Just do a bit of research of what you want and then look at the race/class section on the main website.

"Top" is too subjective as well, as this depends heavily on player experience, gear, skill enchants, party compositions, etc. etc. One of the few safe bets is not to begin as a dwarf class if min/max is your thing, because only the very "top" dwarves are a factor in PvP due to their equipment, skill enchants, and player skill that make for decent damage and incredible staying power. Average dwarves only serve as distractions and are not optimal for PvE except where their class role is specifically called for (e.g. Fortune Seeker to spoil noble stones).
And again, GoD is coming soon, and everyone will have to relearn the game, anyway. If you dislike your initial choices, it should be simple to try something else.
WHATEVER YOU DO....just make something lvl 40 before GoD hits so that you have the option to Awaken to anything you want just in case you change your mind at later levels.
