No. NCwest has it's own ways and won't do it. Reason is simple. If the population of one of the servers becomes low, they want to have the ability to let players transfer them selfs or if everything else fails merge the server with another. They already said in FAQ that they will allow transfers.
Besides this is really good business for them to sell 1 time service for 50$ :rolleyes:
PS: When NC opens new servers they have grace period of 6 months when no transfers are allowed.
Its the day before the GoD patch update and still no word about new servers or server transfer...
Im guessing there will just be 2 servers up tomorrow after the downtime

yes, If any transfer never will be allowed, there will be a possibility of server merge sooner or later if one of the old servers have low population.

Old servers are usually more populated than new servers due to the established economy and political system. The only time that you will see an old server die is when the actual player base lessens. Transfers should be allowed because it is a paid service for a now f2p game. Preventing this is providing poor customer service.

If there is A 6-month grace period prior to allowing transfers that's great. At the least it gives that new server an opportunity to enjoy a fresh start for a good period of time.
