Make sure you have the new NCSoft launcher and pray that it works as intended.
Concerning servers: depends on your expectations and - again - wher you live, which suits you better. If you are EU, you probably won't be happy with the new Shilen server, unless you have time to play late at night. A new server is of course exciting, because everybody there will start from scratch, at least for the first couple of months until, maybe, server transfer is allowed. Eperienced players will nevertheless have an edge over total newbies. Always. On the old servers you will probably have better chances to get in contact with helpful long time retail players. I suppose Shilen will be full of people sneaking in from private servers or total newbs, so quite a different community there.

Your "calculations" are wrong, because there's nothing to calculate. They clearly say here: http://www.lineage2.com/en/news/maintenance/goddess-of-destruction-server-maintenance---11---30.php that client will be downloadable with NCSoft Launcher "approximately when the server maintenance begins", which means that it should be available in 1 or 2 hours. After that, then you'll have to wait for 10-12 hours for the maintenance to be finished.

If everything works as intended you may be able to download at 8:00. then there will be 10-12 h maintenance until you can play.
It's pretty much a waste of time if you are not downloading H5 now, because you will have to download everything anyways. GoD is not a game of its own, it's just a new chapter being written, so you need to download the entire game.

Well, right now is 4:30 PST, if I'm not mistaken, you can simply check here: http://wwp.greenwichmeantime.com/time-zone/usa/pacific-time/ and at 5am PST maintenance should start ("should" doesn't mean "will", but it is quite probable). From that time on you may be able to download the client using NCSoft launcher.

If you still don't have High 5 Client, you should go to lineage2.com download page and download the client from the websites you see there, because that way you will have to download like 6gb, if you download it with the launcher you'll have to download like 11gb, because you don't download the client, but the full game installation. When you have the client installed, then you can simply update to GoD when it is available.
