So my character was level 30 before the GOD update. Am I going to start on the newb island with everyone else and have to do all the same starting quests or am i ahead of the game since I'm already level 30?

everybody irrespective of level spawns at the newbie island, beyond that you do whatever (level appropriate) quests you want and/or level as you prefer
