This refers to the practice of using a monster to kill other players, such as AOE, or simply kiting them to a player then teleporting. faking death, or otherwise dropping hate onto the other player.
This causes loss of exp, and is defined as "grieving tactics" by all MMOs. As a class 3 grieving tactic, for those that use such classifications, it is first offense- 1 day ban, 2nd offense- 7 day, and third offense- permanent ban (in other MMOs.)
The question at hand is will this be enforced, or will people continue to bring enemies to other players and then laugh as they die to area of effect damage?
there are no rules against it here, sorry, the only rule that used to exist was about bringing raid bosses to town, and that was back when dying had a chance of dropping your items

Dropping mobs on other players in a non-peace zone has always been allowed, as far as I know. It may not be pleasant if you're on the receiving end of it but rather than whine about it - find a way to deal with it.
Even worse... rush in as a warlord is taking down a group of mobs and aoe'ing, forcing warlord to flag by accidentally aoe'ing you after you've flagged, kill warlord.

Unless it has been very recently changed you don't flag with aoe skills unless you ctrl+skill them

It's not against the rules to drop mobs on players outside of town. Happens all the time.
