Recovers HP by A Certain Rate When Being Attacked) and I have understood that epilogue from this skill is going to all of the party, however when use is given alone at the party I have in target May be revised? Thank you!

Well, it might be not clear, but it means you can't use it outside of your party.

And yes, it goes ONLY to the party member you target, not to everybody in party.
