do i need to make my main Feoh Wizard before i can do that? or do i need to lvl all 3 subclass slots before i can do the split destiny thing?

While subclasses have a level cap of 80, a dual class does not have this restriction: It can be raised to level 99 and it can Awaken (http://www.lineage2.com/en/game/patch-notes/goddess-of-destruction/awakening/) through a fourth class transfer.
