From where I buy BSSD? Shops in Gludio are all empty.

Soul Shots and Blessed Soul Shots above C-grade are craft only.

Look around Aden player stores.

Umm yeah, I understand it. But whenever I visit the player shops with BSSD, they're always sold out. :(
Is there any way I can make it myself?

As I know, Shots from No Grade to A Grade are sold in NPCs.

B and A grade you still need to craft them, at least until Harmony hit NA servers.

Buy BSSD from any Grocery store.... try not to buy from player shops as I have noticed most sell BSSD at a higher price than the NPC shop.
