I want an official answer from some moderator.

How many accounts is allowed login without ban?

All you can handle. There's no ban policy regarding that matter, this isn't a private server, also good luck getting a mod answer to this.

Ban depends if you use 3rd pty software to handle all these accounts,

As much accounts you can create and handle on your machine(s) ;)
