Mentoring system gives benefits to both sides and there shouldn't be any additional fees for any of 'em. If one of'em wants additional gold for it - screw'em.

When a CLAN LEADER don't mind to have players like this one in his clan, you see the type of players that this clan probably have and how much you can trust in them for anything.
You pay them as insurance that you don't drop them right before you awaken to give the final rewards to a friend and waste their time.
But the thing is, you have to trust these ppl. But it's a game of betrayal and get fu***, if you don't do it first.
Sure, there can be mates, friends, a good clan, good party at all times.
Here we have the bad case, paying for getting cheated.
So I mean, don't pay if you don't know if you mentor or mentee will stay.
And btw, what time is "wasted" in a "game"?

It's not as if random people should be trusted, but since mentees can cancel with no penalty, there ought to be a deposit of some sort, and the decency that should exist is nonexistant.

So, what you're saying is basically: do NOT trust the mentees, but give your gold to the mentors and DO trust THEM? Your logic seems a bit flawed.
