I think is not fair to let people add xx number of new accounts freely and allow to open multiple clients for a private party with everything they need.
1. They are eating server resources, producing more lag, filling the xp spots
2. Dedicated support characters are less required, so less people will play it
NCsoft, i would suggest to:
1. Make it not possible for new players to dual box
2. Exceptions are the old players that buyed accounts before GOD
I dont know how your bussiness is going, if multi boxers still buy things from L2store-gallery. I would say they are not buying anything, since the possibility is the xp rune, but those are limited to 7 days and are expensive, why to pay ? Maybe limiting the multi boxing the company will get better revenues, and players better experience.
As the NCsoft launcher specifically allows you to open up multiple copies of a game on the same PC, it's unlikely that the company will out of nowhere start disallowing dual-boxing. As the poster above states, it'd be pretty difficult to pull something like like that off anyway.
What really needs to happen is maybe the opening of a new server along with free transfers (free is only fair given that some people were basically forced into certain servers).
I agree. People complained that server transfers to the new servers would allow for people 85+ to just dominate a server. Problem with that? People are already 85+ on the new servers. Allow people to go play with their friends on the servers of their choice and it will clear up a lot of the space that occupies the currently overloaded servers.
Or you could just reopen the test server and set rates to 50x. Then watch 70-80% of the private server players swarm there and leave the main servers alone.
As to the OP, dual-boxing has been allowed since open beta (though frowned upon then by GMs). The problem is that people are coming into GoD with the expectation that leveling was the same as it was before. Slow, repetitive, and requiring a full party to do anything. So the first thing they do is start accounts for a party buffer and support system without realizing that 1-86 now can really be done solo and without support characters (I'm leveling a tank, a tank!, without group support watching people with full parties gain a lot less xp than I am solo).
All one has to do is find a mentor. Sound hard? No, not really. Mentors want mentees because they benefit almost as much as the mentee does. They get a 10% xp boost from the mentee as well as items each time they level to help buy R equipment. Just don't get scammed by people "selling" mentorship. Most I have seen do it for free.

I'll take your transfer idea and one up it like this, not just single transfers for free, how about whole clans, that way they are in the new server and are an established clan to help thing get going fast, of course limit the number of clans to say 20% of all lvl3 and above from say only Chronos. then do the same with another server for Naia if there is still a want for that there
Individual transfers seem fair enough to me. If the whole clan decides to move, it's not like it would be hard to tell your clanmates "hey, so next week we'll be on X server. Come join us if you wish"
The mentor system is probably taking up more space than dual-boxers are, so if that is your complaint get rid of that first; that and fix the AH so that private shops can go away (lower the prices and make it so you can sell a suit of armor as one).
Also dual-boxers are likely to spend more in the cash shop since they will want to keep their characters close to each other level wise. While we wouldn't have to wait for a party, most still want to level up as quick as possible.

2. You can bypass this with a simple client ****, possibly a modification of some sort it would break the TOS true, but it is possible.
3. Restricting Logins Per IP address would cause people playing from the same household to have an issue when loging into the game.

Ever heard of a Virtual Machine, and Dual Monitors, Yes thats right I know how to use one so I can create as many virtual computers as I want to emulate and spoof any known hardware drivers I want to to make a game play on my same computer as many times as I want it to. ( This does not modify the game software in any way so technically its not illegal.)
5. People like me who have two seperate IP addresses with two different companies? How are you going to block them both, well actually I have over 50 thousand IP addresses I can spoof, change any hardware info I like on my computer that is sent to the server but how are you going to lock the two I am on specifically while playing when they are both two different IP addresses. Programs such as TOR Offer anonymous web surfing, and certain VPN's work as well.
6. They really are not going to waste the time to do this don't even bother asking about it there is nothing wrong with dual boxing, the only problem is Botting, Bots need to be removed. The only way I could understand and support dual boxing actually made harder or removed is if they put in an auctioneer where I can sell all my items, and adding mana potions to the game as well to restore mana so you do not need an SE to recharge your mana and downtime etc.

Lineage 2 is a new game, its time to move on, to make the proper changes in time. With mentor system, reduction in classes and L2 store, its time to encourage to play it the right way. In the other hand, the game need the support from players, and the L2store has things to satisfy the players, overpriced atm imo, but could be solved soon too.

LoL? New Player have the same rights as old Player. Dual_Boxes for everyone! Its everyones own choice how they play. Either as single player with a few boxed chars or more social with other player. You have Lag because they eat resources? Are you kidding? It doesnt matter if there are 2 player or one with a box. Its the same. They fill xp-spots? Sure they do... what else did you expect with 6k player?
