Statues - tribute or 'name and shame'

Im a bit confused about the new statues in towns - are these meant to to be a tribute or a 'name and shame' to people using third party programs?

Thanks to the new museum statistics, the whole server can see who uses third party programs most efficiently. Is it really that hard for NCSosft to work it out?

i asked jik and he said he play very hard and he only slept 80 hours last month hahahaha
