Because NCWest don't have IP ban for different territories. Asia and Russia people even they have their own servers there, they can play here too for free. Then because there are a lot of people that plays on private servers; once they hear L2 official is free, they all swarmed over in hope for a more stable server and better services... then to find out not. Also, yes. Anyone create as many account as they like now for free.
This "old game" was going well down the drain without these new players, Sir. I ditched about a month of WoW on blizzard servers to come here and play L2 with all my friends. It is not players' fault but the very company that runs the game. Redicilous support is what sends us in the same boat
