I noticed this too when visit the BS I can't call it lie but answer will be that campaign scrolls have wrong description and will be fixed soon or they suppose to work like this

That notwithstanding, the tooltip description on the item is clearly wrong - someone has confused it with the regular, non-campaign Bind Removing Scroll - R. I have pointed this out to Sace on December 28, and two weeks ago langlang reported it again to GM Pommo. Pommo said that he would pass on the report to the NCWest Quality Assurance Department for further testing. I assume they are still in the testing process. It shouldn't be too difficult for the NCWest people to reproduce/confirm the Korean results. Then maybe one day the tooltip description on the Campaign scroll will be changed so that people are not misled/deceived any more. Customer satisfaction will result :)

I think it's a simple 'lost in translation' thing...
But they do know. People like myself have told them, multiple times, through the appropriate channels. I asked for compensation or clarification and they told me to pound sand.
Going by the korean power wiki numbers, the reality is that you have a 4% chance of getting a standard item with a campaign scroll and a 96% chance of getting your bound item back. it's a total complete scam and waste of time. The item description is out right wrong and the ingame description is misleading. AN only 4% chance of success warrants a much stronger description than "low".
That is why WildBaby and EvaSummoner are so angry. The tooltip description on the Unbind Scroll - Campaign is objectively wrong, it has been confused in the course of the localization process with the description on the regular Unbind Scroll. That's like when you find on a deep-freeze pizza written "with Gouda" whereas in reality the company put on cheese analogue, not from happy Dutch cows but from soybeans, yeast and whatnot.
There is nothing wrong with cheese analogue, it's often the only thing people with lactose intolerance (like many Chinese) can eat. But it is cheaper to make and when you sell it as real cheese, then this is called fraud. Likewise the Unbind Scroll - Campaign itself is working as intended (even if some would call the intention evil), but it does not say that on the description. Conrad is selling a counterfeit product.
What I wonder is why it's so difficult to get these descriptions updated. You wouldn't think it'd be that hard for the developers to change them to avoid the confusion of so many people (this is far from being the first thread created on the matter).

NCEast (Korea) never rushes when it comes to these things since nobody outside of the Korean playerbase has this problem; NCWest (USA) is not allowed to change anything even if it is wrong.

Yidao, is there a variety of unbind scroll that does unbind to a normal weapon with 100% chance? (or a little chance for blessed?) with no chance to make it bound again?
ncsoft continues to amaze me with these things... I feel that I can't rely on anything in this game any more (especially not in the store) :(
