In game with 2400 NCoins... I clicked on:
1ª) L2Store;
2ª) XP Boost;
3ª) Nevit's Rune 100% 7-Day Pack
4ª) Quantity = 1;
5ª) Purchase...
and the window dissappear.
I had this problem also. The problem is on your end. The screen when you go to the final purchase screen almost seems as it disappears behind your game? Alt + [Enter] to "re-window" your game you'll find it eventually when you start looking. It's like the screen is relocated off the game screen. Almost pulled all my hair out till I figured this was going on.

But, look where the window appeared ^^
Before you launch the game, right-click or use the arrow next to Lineage II under "Installed" and click on [Repair (Consistency Check)]. After that finishes, re-launch the game. If the error still persists, immediately submit a support ticket (https://lineage2.custhelp.com/app/ask).
