Who is playing ISS as their main character and what level are you? Seems everyone just uses it as buff bot which is a bit sad. Human ISS here almost 86 :D
When the bulk of players initially hit 85 there were a ton, but as we basically went from needing two buffers in parties pre-awakened to only needing one there were a lot of active ISS that rerolled. A lot of the boxed ISS you see running around were active played, but with struggles for groups and not wanting to have to xp solo on an ISS (it's not terrible, just not fast or efficent) people such as myself have gone other routes. They're still around and needed for all forms of PvP and I've even seen groups take two ISS when they couldn't find a healer.
I couldn't agree more about finding a group, only once have I had party matching come up and ask to replace another ISS - even though it was before the last maintenance and it ended up timing out. In the time I've solo'd to get a hierophant to 86 I'm sure I could have taken a DD class to 87. In a party they own, the debuffs can save you if you go to harnak in a group of 2 :)
Any real pvp or serious pve party has a live enchanter. You guys are talking about random groups or noob clans tbh. Find some people you get a long with and just be dependable, you'll find a lot of groups like that.
PS- Enchanters that go afk a lot, don't debuff, etc are part of the reason people box their own.
