So, this thread is to help ppl, that would like to start with Othell Rogue.
Weapon
In my opinion best weapon for Othell Rogue is Dual Dagger. Probally a lot of people will write in this topic "no way" or "single daggers are better". Well... They were since GoD. Ofc., you can make more damage with single, but you would need Dual Dagger + Single going this way, and not anyone can buy themself Duals + Single Dagger.
Okay, now... why duals? As you probally know, there is skill "Scorpion Poison". It cast randomly on enemy that you hit, when you hit, but with basic hit. That's why single dagger isn't best anymore. Please, don't comment it like "well, I can skip this skill" or "u can cast it by hitting with single dagger too!". Well, sure, you can, but even on full buffs on single dagger, you hit 2x slower than with duals, and chance isn't that big. Damage is 35% bigger with this skill on, and critical chance is increase by 10%. As a lot of dagger char users know, critical blow makes a lot of damage (for example I did once 12k damage with backstab to higher lvl Aeore, we both were with full buffs, he had knight harmony + R grades [ofc. he died after that hit], while normally I hit around 3-4k).
Dyes
We won't talk a lot about dyes, it is sure, that STR dyes are thing, you need to have. It is expensive, but results are really good. STR gives more damage at critical hit.
Topic will be updated with more things, you would like to know.

I did a stupidy test
I bought a D grade dagger from the shop and the results were:
In 10 blows: (number is small means nothing i know so DO YOU OWN TEST)
With single dagger (D):
3 blows doubled damage
0 Blows reseted duration
with my weapon (apoc, +4, 300):
3 blows doubled damage
0 Blows reseted duration
i know its a short test but as the mastery increases the chance in 1000% i guess even with 10 blows there would be some diference
ps: Dark Elf, level 87, str 107, no dyes, vesper leather set (non-noble)
And some really weird thing i notice in this test
1- Blows are NOT affected by SoulShot use (gonna be fixed in tauti according to korean patch notes, no i'm not gonna search the link, google it yourself)
2- element does NOT affect blow damage (again gonna be fixed on tauti)
so as far as i understand the only thing affecting blow damage is P.attack, Critical damage increase (AQ, Baium, Insolence ring) and critical power ofc
feel free to disagre, with facts not with stupid rumors, my test is bad and lazy, but it's better than people talking about what they don't know with no prof at all
edit: OK kinda motivated now, i'm gonna do a resonable test today, perhaps tomorrow and come back to you guys with a solid answer :)

yeah they say in the Korean patch notes after the Tauti update the Shots use will cause more damage, btw you still use shots today, they just dont do anything :)
And for the element its not working right either:
ATM:
300 weapon + 0 skill = 0 element attack (should be 300)
0 weapon + 10 skill = 10 element attack (this is working)
300 weapon + 10 skill = 10 element attack (since weapon element doesn't go to skill i GUESS this will happen)
What should be after Tauti:
300 weapon + 0 skill = 300 element attack
0 weapon + 10 skill = 10 element attack
300 weapon + 10 skill = 310 element attack
Hope i don't decide to change my class before Tauti.... :)

But about the diferent effects of skill mastery I admit i'm surprised
Always tought it had the same effect for all skills/buffs
And it could double the duration of any buff, double the damage or reset the duration of any skill and not that only chain blow/reverse
Gonna use this new info and try to make a more accurate test, possibly this week after Harmony.....

The game mechanics works in such a way that dual dagger is a kind of weapon different from single dagger, which means that Dual Dagger Mastery skill does not influence the stats of Single Dagger. Likewise, Single Dagger Mastery does not have impact on the use of dual daggers.

This is what a GM wrote to me
If you read all the classes skills you are gonna see ALL of them has the ability to increase duration/reset cooldown BUT not all of them have the +1000% chance
So my point beeing, as the +1000% is an increase, 1000% of 0 would be nothing right?
So taking by this point, why would EVERY class in the game has this ability except the dual dagger rogue?
I'm 95% sure you are wrong, but i'm gonna test this more times to make a good % and a more solid number

I don't have any skill reset, both mastery are soooo bugged!!!
This is my fantatheory :)
At the awakening our mastery get a bug, someone is lucky and get the mastery's stacks someone get only the double dagger mastery.
