I read in site http://www.l2archive.com/skills/awaken/aeore-healer that skills can be enchanted (for example Dark veil).
I am level 86 and i can't enchant any active skill, my question is why?
Can any one tell my what am I doing wrong?

You can only enchant skill that are on their max level.
So, many skill will only be able to OE after you reach 99 or a few lvls before.
Dark Veil for example, you still learn it on 99 to level 8
Dark Veil / Lv. 8
Magic Spell / Enchantable Learn Lv. 99
SP Cost: 50,000,000
92 3.5 Sec. 4 Sec. Range: 600
Inflicts damage on the target with 154 power and decreases aggression toward yourself.
So this skill can ONLY be enchanted AFTER you reach lvl 99
