I believe all hair accessories are vanity items only. So you would not be able to enchant or buff them. As for where you get them? Several places in game, the NC shop, contests and so on.

You'll need an accessory pendant to put ability onto hair accessory. Talk with the aden reconstruction NPC for more info...
Every day I see more and more "scam"shops selling "hair accessory box" with title on shop "70% chance ability hat"
That's the biggest scam ever and look like they sell well simple because peoples are bord to search...
Trade junk (general materials, animal bones, leather etc etc etc) the dwarf npc only in TI and Giran, will not show you anything unless you got the amount he need (600 bones for example)
You will get "A Treasure Box"
Openthis and you can get typical for ncsoft tons of crap like elixir d/c enchant boxes and few "hair accessory box" and very rate a "pendant box"
And now coming the scum....hair accessory box will ONLY give you hair accessory and only that plain and simple and NOT ready accessory with ability like all this shops claims.
ONLY way is the pendant box to get the ability accessory witch then you have to talk with the npc to mount it.
