I have a gaming pc that can run Starwars the Old Republic, Aion, Tera, and Rift on maximum settings at between 25-60 FPS depending on game. For some unexplained reason this game chugs, and skips insane amounts in the large cities.
There is no way this game is more system intensive than those other mmos.
Yes there is some lag for me, most people use Battleping or other applications to cut lag down considerably for L2. It does help, not sure if your running that yourself. Don't forget L2 is an old game with minimal staff at it's disposal compared to other popular games world wide.

Does the game just not like AMD?
If you have strong PC, and launch L2 first question is that "if programmers who wright graphic are Idiots (http://en.wikipedia.org/wiki/Idiot)?"
Answer will be clear if you realise that all graphic is calculated using CPU and dont use graphic video card at all.
To play game normaly you should have CPU as strong as possible. But every update developers try no make game graphic more and more terrible, and everytime you should improove your CPU.
I think you need just a better connection, go get fiber that's all :)
Connection has nothing to do with this problem, it freeze because it loads a lot of armor textures and character meshes from HDD, you can hear it if your HDD loud enough. That why SSD helps a lot.
I have the same issue. In previous chronicles i could run this game on ultra settings, but now after a few hours in harnak even with alt+p the game still chugs.
I guess we cant complain much its a free game(more or less) afterall.
You cant have a free good quality game....nothing good is free :D
I think you need just a better connection, go get fiber that's all :)
My connection is good enough, we're talking about GRAPHIC lag and not INTERNET lag.
I'm forced to play with lower settings in the new and revamped areas because otherwise my FPS rate would decrease dramatically. It's a pity since mobs and armor models are so detailed, but I don't want to get headaches with so much lag.
Some people don't get it when you say "lag" as in performance lag.
And yeah towns also give my hardcore machine a bit of a nut kicker. Old game has Old code, and an Old engine, the engine wasn't designed to handle it well.
No amount of tweaking will really fix your problem since it is an engine problem, just depends on how much the game likes your specific configuration.
this has happened since the beginning of L2, and still happens on my new gaming comp now in 2012.
just do what i do before u SOE into town hit ALT+P enable low render mode, do whatever it is u need in town, then as soon as u leave turn back on ur ultra graphics by pressing ALT+P again.
