This is clearly a Dark Vengeance doing. We all know they fear facing the combined might of the server during TW. As I've stated previously, Hypnocrit is a Rothschild heir; it's not surprising he'd use their considerable fortune to buy the server downtime to avoid defeat on the fields of war.

The server is back online. The NPCs are showing up for me as well, but it may take sometime for a few people to see them.
