I have tried the Diminsional merchant but it does not give a window of choices....Does this mean I can not use the xp boost with other characters on this account?

No you cant, you can only use it on the character you currently have it on. When you buy the item and when its still in the box you can trade it through the dimensional merchant, but not when you already opened the box.
Seriously? Wow, they really know how to make people NOT buy stuff.
I did buy a pet which gave me some inventory spaces on my aion account because with one purchase, all characters on my account got one. I would not have bought it if it was only for one character and I will not buy stuff in L2 that has stupid restrictions like that.
What is the problem with letting all chars benefit? Its not like you could log several characters from the same account at the same time, so you would not get more usage time out of it regardless which char currently has it.
